Sales retail manager and market development: The opportunity is with one of the leading independent seed retails in eastern Manitoba. This entrepreneur currently has ownership with many of the key seed organizations for the area. Additionally there is an opportunity to be part of a new biological product line with marketing rights across Manitoba. Key attributes to the successful candidate will include a willingness to develop and expand the market opportunities as well as work effectively with growers and other retails. The ideal candidate would have a degree or diploma in agriculture and or equivalence in education or experience in the agriculture retail sector. Retail sales management: Work closely with the team and local growers to manage and offer a seed line up of quality products. Seed will continue to be an area of new opportunities and innovation. Launching of a new biological product line up: You will be the key individual to develop market opportunities and introduce an exciting product line of biological products. Biological products that add value to growers while limiting environmental risk is an exciting area of agriculture to be part of. Field agronomy: One of the key components of this role will be to oversee and manage the field agronomy for the production side of this seed operation. This will include guidance for production as well as managing plots for seed and environmental product lines. Being close to Winnipeg without having to compete with downtown traffic makes this a great opportunity for many people. POSITION PROFILE Position Title: Professional Standards and Compliance Officer Organization: The Manitoba and Saskatchewan Institutes of Agrologists Term of Contract: Two year contract with potential for extension Date: July 2010 ABOUT THE MANITOBA AND SASKATCHEWAN INSTITUTES OF AGROLOGISTS The Manitoba and Saskatchewan Institutes of Agrologists represent and regulate the practice of agrology for over 2,000 registered Professional Agrologists across our provinces. The Manitoba Agrologists Act and The Saskatchewan Agrologists Act require that practitioners of agrology in the provinces of Manitoba and Saskatchewan be registered members of the Manitoba and Saskatchewan Institutes of Agrologists. Only those who are admitted to membership in the Institutes may practice agrology, which is the practice of bioresources and economics sciences to provide advice to the Agriculture, Agrifood and Natural Resources sectors, and contribute to the health of society, the environment and the economy. Agrologists are regulated because they participate in activities that have a far-reaching impact on the agriculture, agri-food,natural resources and bioresources sectors. We contribute to research and the safety of the food supply, promote the wise and sustainable use of natural resources, monitor the environmental sensitivity of agricultural practices, and provide trustworthy information to the public on all matters related to agriculture and agricultural products. Our Institutes are each governed by a Provincial Council of elected and appointed members that establish the standards for our profession. Manitoba and Saskatchewan Institutes of Agrologists Professional Standards and Compliance Officer THE POSITION Under the direction of the Executive Director of the Saskatchewan Institute of Agrologists, the Professional Standards and Compliance Officer is responsible for establishing, directing, promoting and managing the professional standards, ethics and legislative compliance activities for both the Manitoba and the Saskatchewan Institutes of Agrologists. The incumbent will advise and work closely with the staff and Provincial Council committees of both Institutes to confirm and implement the strategic and operational goals of the standards and compliance function, ensuring alignment with current legislation and the Institutes’ established policies and procedures. The focus of this position is to effectively communicate professional standards and requirements, monitor compliance with legislation, and minimize the risk to the Institutes associated with member and non-member non-compliance. Key Accountabilities: 1: Project Planning & Performance Management - Coordinate with the key stakeholders of both Institutes to confirm, clearly define and document the objectives of the professional standards and compliance function. - Establish, gain the Institutes’ approval on, and assume overall accountability for an operational project plan for the function that identifies the operational priorities, key activities, resources and budgets, stakeholders, deliverables and timelines required. - Develop and gain the Institutes approval on an operational measurement system that assesses the financial and operational performance of the project and function against the plan, and ensure regular reviews of performance are completed. - Provide regular, clear, and concise information on the performance of the professional standards and compliance function to the Executive Directors of the Institutes. - Advise the Executive Directors on the establishment of appropriate operational policies and professional standards for their jurisdictions to ensure compliance with legislation and the strategic and operational goals of the Institutes. - Provide input and feedback to the Executive Directors on the ongoing management of professional standards and compliance issues such as registration and/or licensing requirements, applications, appeals or suspensions, other potential enforcement options, and the interpretation of legislation and regulation. 2. Operational Implementation - Identify, develop a detailed work plan, and implement appropriate compliance monitoring, promotion and enforcement activities to address priority areas of non-compliance. - Implement and monitor legislated and Institute approved regulations, policies and professional standards employing efficient and reliable processes. - Monitor and develop appropriate strategies and services to address trends, issues and concerns of the Institutes, and their members, Provincial Councils, and stakeholders to ensure the successful achievement of the project objective. - Provide leadership and oversight of professional standards and compliance matters affecting the work of other operational areas of the Institutes, including the maintenance of a current registry of members. - Engender the support of all operational areas of the Institutes in addressing professional standards and compliance issues. Communication, Promotion and Maintaining Relationships with Stakeholders - Effectively communicate the scope and objectives of the project to all appropriate internal and external stakeholders including members of the Institutes, other jurisdictions, government and educational representatives, the members of the agriculture industry in Manitoba and Saskatchewan, and the public. - Develop and implement a formal communication plan including the development of appropriate communication strategies, media, collateral materials and electronic dissemination. - Develop and maintain effective working relationships, and maintain the reputation of the Institutes and of agrologists, with representatives in other jurisdictions and organizations associated with the industry. - Ensure the effective representation and promotion of the professional standards and compliance requirements of agrologists with current and potential members of the Institutes, and the public. - Ensure that appropriate professional standards and compliance promotion programs are applied in all areas of the Institutes’ influence, effectively communicate the consequences of non-compliance, and promote personal accountability for maintaining the professionalism, ethics and integrity of the profession. - Collaborate with the Institutes to ensure that current information concerning compliance issues is appropriately shared, including appropriately sharing information with other jurisdictional regulatory bodies. EDUCATION AND EXPERIENCE Candidates must have a post-secondary degree, with at least five years of relevant experience implementing and monitoring compliance in a legally regulated technical or professional environment. General knowledge of the self-regulated professional system in Canada is required. Direct experience in the investigation and enforcement of legislation and regulations is preferred, as is a strong understanding of the agriculture industry including the agri-business and agri-food sectors. The possession of the Professional Agrologist or other professional designation is an asset. An equivalent combination of industry knowledge, education and experience is acceptable. The successful applicant shall possess and demonstrate a high level of proficiency in all of the competency requirements. COMPETENCY REQUIREMENTS The Professional Standards and Compliance Officer must personally demonstrate leadership skills and professional ethics as the figurehead representing the professional standards of the agrologist profession. Candidates must be able to maintain a business environment aligned with the Institutes’ strategic and financial plans, and gain the support and commitment of stakeholders in order to achieve the Institutes’ goals. The Grain Marketing Advisor will spend 80% of his or her time traveling within the region visiting Cargill locations and producers. Because of the nature of this position, it can be based out of any location within the territory. Principal Accountabilities: 70% - Manage and deliver the grain marketing program. The Grain Marketing Advisor will work with customers to determine the farm enterprise's cost of production and develop a customized grain marketing plan. He or she will have frequent contact with the customer to help manage their plan and apply the proper risk management tools with the aid of an in-house software program. The Grain Marketing Advisor will have access to the expertise of Cargill s merchants and market analysts throughout this process. 10% - Communicate regularly with the regional sales team, alerting them of opportunities that exist with customers that are uncovered during the delivery of the grain marketing program. 5% - Provide support to and act as a back-up for the Regional Grain Marketing Services Manager. Support may include education, meeting attendance, and facilitation of workshops. Required Qualifications: Knowledge of grain marketing and risk management.
